In July 2008, the Congress announced it will go ahead with Indo-US Civil Nuclear deal even if Left Parties withdraw support. Dr. Singh dismissed allgeations that IAEA safeguards agreement would compromise India's strategic programme. However, the BJP continued to lampoon on Singh and Sonia Gandhi on their continued defence of the draft text. After his US Visit, Manmohan Singh visited France on September 27 where he attended the Indo-European Summit at Marseilles on September 29 and hold a meeting with the French President Nicolas Sarkozy. India and France are working towards signing a framework agreement to start nuclear commerce between the two countries. The agreement is likely to be signed in Dr. Singh's presence on September 30.

Singh said he was not happy with shifting of Tata Motors from Singur. He expressed concern about ongoing inflation and financial crisis. Speaking on recent violence in Maharashtra and its backlash in Bihar, he said Political parties should realise gravity of situation fanning regional tensions. Back home, he attended Granth Sahib tercentenary celebrations, inaugurated Department of Atomic Energy facilities.
