<p>In July 2008, the Congress announced it will go ahead with <a href="/India/2008/July/4-Congress-going-ahead-52581.asp">Indo-US Civil Nuclear deal even if Left Parties withdraw support</a>. Dr. Singh dismissed allgeations that <a href="/India/2008/July/15-says-safeguards-54202.asp">IAEA safeguards agreement would compromise</a> India's strategic programme. <p>After his US Visit, Manmohan Singh visited France on September 27 where he attended the Indo-European Summit at Marseilles on September 29 and hold a meeting with the French President Nicolas Sarkozy. India and France are working towards signing a framework agreement to start nuclear commerce between the two countries. The agreement is likely to be signed in Dr. Singh's presence on September 30.</p>
